University of Nairobi Implements E-Citizen Payment System for Student Meals

Starting immediately, University of Nairobi students and faculty members who rely on university kitchen meals will now need to utilize the e-Citizen platform for making payments. 

This shift follows a directive from the Kenyan government, specifically the Kenya Kwanza administration, stipulating that all financial transactions with the institution must occur through the government's online portal.

A memo circulated by the university management about a week ago outlines the procedure for making these payments. 

It specifies that all payments to the University of Nairobi should be processed through the e-Citizen platform.

The memo, issued by the Vice-Chancellor's office through the corporate affairs department, elaborates on the process and provides necessary instructions.

To facilitate payments, individuals are instructed to utilize paybill number 222222. Upon initiating payment, users are required to enter the Outlet/Live identifier, written in capital letters, followed by a hyphen and their designated name as the account number (e.g., NUK1-name).

Moreover, the university furnishes additional payment details, such as specific Outlet/Live Identifiers, tailored to various kitchen facilities across the main campus and its satellite campuses within Nairobi.

This directive coincides with the government's recent transition of all its services to the e-Citizen platform, where users are subject to nominal administrative fees per transaction. 

The introduction of access fees for government services on the e-Citizen platform was announced by Treasury and Economic Planning Cabinet Secretary Njuguna Ndung'u in December 2023, through a gazette notice.

According to the notice, individuals accessing services on the platform are subject to the following charges:

  • Transactions below Ksh. 199 incur a fee of Ksh. 5

  • Transactions between Ksh. 200 and Ksh. 299 incur a fee of Ksh. 10

  • Transactions between Ksh. 300 and Ksh. 499 incur a fee of Ksh. 15

  • Transactions between Ksh. 500 and Ksh. 699 incur a fee of Ksh. 20

  • Transactions between Ksh. 700 and Ksh. 999 incur a fee of Ksh. 25

  • Transactions exceeding Ksh. 1000 incur a fee of Ksh. 50, while any dollar amount is converted at the prevailing exchange rate to US dollars, with a fee equivalent to Ksh. 156.
